Hey I have found some interesting information regarding satellite broadcasting legislation.

http://europa.eu/scadplus/leg/en/lvb/l26031.htm

Copyright and related rights: satellite broadcasting and cable retransmission
The purpose of this Directive is to promote the free cross-border satellite broadcasting of programmes and their cable retransmission from other Member States, and in particular to remove the obstacles arising from disparities between national provisions on copyright and from the legal uncertainty that exists in this field.

So Sky and the Premier League won't have a say in the matter once this is enforced.

However, I found this as well - http://www.culture.gov.uk/what_we_do/Broadcasting/international_broadcasting

Can anyone share any light on the bit where it says:

The new AVMS Directive updates EU rules on TV broadcasting. In particular it:

Simplifies rules on the proportion of TV broadcasts that can be taken up by advertisements
Allows for product placement in certain types of TV programme where member states want to permit it
Retains the single-market “Country of origin” principle, where TV broadcasters are regulated only by the member state from which they are transmitting.

it means that if a french film was seen to be activly advertising a particular product that may be illegal in germany or spain, they would have no power to stop the film being shown

sort of like french channel multivision1, it shows 'soft' porn all day, only suitable for a viewing audience aged 16 by their classifications. that same daytime show is banned on every UK channel for showing too much, even on encrypted and pin protected channels like TV-X or adult channel, but uk authorities have no power to stop the channel from broadcasting from france
