Copyright and related rights: satellite broadcasting and cable retransmission The purpose of this Directive is to promote the free cross-border satellite broadcasting of programmes and their cable retransmission from other Member States, and in particular to remove the obstacles arising from disparities between national provisions on copyright and from the legal uncertainty that exists in this field.

it means that if a french film was seen to be activly advertising a particular product that may be illegal in germany or spain, they would have no power to stop the film being shown
sort of like french channel multivision1, it shows 'soft' porn all day, only suitable for a viewing audience aged 16 by their classifications. that same daytime show is banned on every UK channel for showing too much, even on encrypted and pin protected channels like TV-X or adult channel, but uk authorities have no power to stop the channel from broadcasting from france
